SUMMARY OF THE SPECIAL CITY COUNCIL MEETING
2008 TRUTH IN TAXATION PUBLIC HEARING
Monday, December 3, 2007
6:00 p.m., Council Chambers, Community Center

Mayor Anderson called the public hearing to order at 6:00 p.m.
MEMBERS PRESENT: Councilors Dave Brenna, Erica Hom, Troy Foucault, Tom Lavato; Mayor Stephen Anderson
Others in attendance included John Foschi, City Administrator; John Bray, City Attorney; Jim Schulzetenberg, City Accountant.
Motion by Hom, seconded by Foucault and carried: To approve the agenda. M-368-07-401
City Administrator noted that the hearing time on the published notice in the Proctor Journal was 5:30 p.m. while the Council motion calling the hearing and the individual mailed notices stated 6:00 p.m. Thus City staff obtained advice from the LMC and manned the Council Chambers from 5:30-6:00 p.m. and no public came in and asked about this hearing between 5:30 p.m.-6:00 p.m.

Total Budget and Property Taxes
The Proctor City Council will hold a public hearing on its budget and on the amount of property taxes it is proposing to collect to pay for the costs of services the City will provide in 2008.
SPENDING: The total budget amounts below compare the City’s 2007 total actual budget with the amount the City proposes to spend in 2008.

City Administrator reviewed each agenda item and their impacts on the 2008 budgets and levies for all governmental funds and asked for questions.
City Administrator read off all proposed 2008 levies components (and how each governmental fund impacted Proctor’s 2008 levy) – in packets and on file at City Hall.

Motion by Lavato, seconded by Hom and carried: To further discuss (for approval) the 2008 Governmental Funds Budgets and Levies at the regularly scheduled 6:00 p.m. December 17, 2007 City Council meeting. M-370-07-401
Motion by Foucault, seconded by Hom and carried: To adjourn the 2008 Proctor Truth In Taxation Public Hearing at 6:14 p.m. M-371-07-401
