SUMMARY OF THE PROCEEDINGS OF THE CITY COUNCIL MEETING
Monday, July 21, 2008
6:00 p.m., Community Center, Council Chambers, 100 Pionk Drive
Mayor Anderson called the meeting to order at 6:00 p.m.
MEMBERS PRESENT: Councilors
Dave Brenna; Troy Foucault; Erica Hom; Tom Lavato; Mayor Stephen Anderson
Others in attendance included Jim Schulzetenberg, Deputy City Clerk; John Bray, City Attorney; Jim Rohweder; Walt Wobig, Police Chief; Jake Benson; Cindy & Bob Shaw; Neal & Shelley Fisher; Roger Raymond; Shanette Jusczak.
The following motions were approved:
Motion by Lavato, seconded by Foucault and carried: To approve the July 7, 2008 Proctor City Council regular meeting minutes. M-193-08-401
Motion by Lavato, seconded by Brenna and carried: To approve the amended agenda to include 8.B. Police Chief/Deputy Chief negotiations; 8.C. Deputy Clerk administrative responsibilities. M-194-08-401
Motion by Lavato, seconded by Hom and carried: To approve consent agenda as listed under 1. Communications; 3. Clerk Advises Council and 4. Committee Reports. M-195-08-401
3.A. To approve the Governmental Fund payroll period ended July 6, 2008 in the amount of $28,941.94; Liquor Fund payroll period ended July 6, 2008 in the amount of $4,928.01.
4.A. To approve the May 6, 2008 Comprehensive Plan Group meeting minutes.
Motion by Brenna, seconded by Foucault and carried: To suspend the agenda to take input from the audience. M-196-08-401
Motion by Lavato, seconded by Brenna and carried: To approve the June 23, 2008 Planning & Zoning Commission meeting minutes. M-197-08-401
Motion by Lavato, seconded by Brenna and carried: To fund the purchase of a sound system and microphone from the charitable gambling funds. M-198-08-401
Motion by Hom, seconded by Foucault and carried: To fund $1,000 shipping charges and other related costs for a screen out of charitable gambling funds. M-199-08-401
Motion by Anderson, seconded by Brenna and carried: To allow Police Chief Wobig to obtain interns thru an Intern/Volunteer Program without Council approval. M-200-08-401
Motion by Lavato, seconded by Hom and carried: To proceed with security system upgrade not to exceed $4,500. M-201-08-401
Motion by Lavato, seconded by Brenna and carried: To grant Deputy City Clerk an additional sixty (60) hours of vacation to be used before December 31, 2009. M-202-08-401
Motion by Hom, seconded by Lavato and carried: At 7:05 p.m., to close the meeting to discuss labor negotiations for agenda items 8.A. Teamsters contract negotiations and 8.B. Police Chief/Deputy Chief negotiations. M-203-08-401
Motion by Lavato, seconded by Brenna and carried: At 7:14 p.m., reopen the Council meeting. M-204-08-401
Motion by Lavato, seconded by Foucault and carried: To approve the Government Fund bills listing in the amount of $72,999.65 and the Liquor Fund bills listing in the amount of $36,039.12. Roll call vote: Councilors Dave Brenna: yes; Foucault: yes; Hom: yes; Lavato: yes; Mayor Anderson: yes. M-205-08-401, 408
Motion by Hom, seconded by Brenna and carried: To adjourn the meeting at 7:16 p.m. M-206-08-401

A First Reading was held on the following ordinance with the Second Reading to be enacted (at which time Council will vote to adopt or not adopt these ordinance changes) at the next regularly scheduled meeting after its publication:

‘204.06 Compensation Subd. 3 (B) Travel Policy
B. For lodging costs incurred, the maximum per diem reimbursement shall be $75.00 $125.00 unless otherwise authorized by the City Council.

This ordinance is effective upon Council action to approve at a Second Reading as published in the official newspaper of the City.
