SUMMARY OF THE PROCEEDINGS OF THE REGULAR CITY COUNCIL MEETING

City Administrator, John Foschi, administered the Oath of Office to Erica Hom, City Councilor; Troy Foucault, City Councilor and Stephen Anderson, Mayor.

City Administrator reminded all of the January 5, 2007 City/Staff Holiday Open House from 11:30 a.m. - 2:00 p.m.
Former Mayor Dick Kieren attended and congratulated Steve Anderson, Erica Hom and Troy Foucault noting they will find experiences worthwhile and thanked each one for their services.
The following motions were approved:
Motion by Lavato, seconded by Brenna and carried: To approve the December 18, 2006 Proctor City Council regular meeting minutes. M-01-07-401
Motion by Lavato, seconded by Brenna and carried: To approve the amended agenda to include 2.A. Potential Conditional Use Permit change request; 7.H. Fire Department Report; 7.I. Miscellaneous organizational goals for Council. M-02-07-401
Motion by Brenna, seconded by Lavato and carried: To approve the Governmental Fund payroll for period ended December 25, 2006 in the amount of $43,377.25 and Liquor Fund payroll for period ending December 25, 2006 in the amount of $3,129.27. M-03-07-4057
Motion by Lavato, seconded by Foucault and carried: To recommend to LHB a 40-foot wide Kirkus Street road (with LHB considering a wider road around the PRRC entrance/exit). M-04-07-401
Motion by Lavato, seconded by Foucault and carried: To accept the December 18, 2006 Liquor Control Committee meeting minutes. M-05-07-401
Motion by Lavato, seconded by Hom and carried: To accept the November 2006 Liquor Fund Income Statement. M-06-07-401
Motion by Brenna, seconded by Lavato and carried: To enter into an agreement with Advance Awning for $13,768 for a new liquor store lighted outdoor sign (contract on file at City Hall). M-07-07-401
Motion by Brenna, seconded by Hom and carried: To authorize City Attorney to give National Title Company ten days from the date of his letter to respond and record Fairway Greens titles or else the City would perform to get title splits recorded and hold National Title Company liable for all replacement work. Mayor Anderson - absent. M-08-07-401
Motion by Lavato, seconded by Brenna and carried: To approve the Depository of City funds as First National Bank of Proctor; Proctor Federal Credit Union; Mn 4M Fund; Miller, Johnson & Steichen Kinnard; RBC Dain Rauscher; FTN Financial Capital Mkts/Div of First Tennessee Bank NA. M-09-07-401
Motion by Foucault, seconded by Hom and carried: To appoint the Proctor Journal as the City of Proctor’s official newspaper. M-10-07-401
Motion by Brenna, seconded by Foucault and carried: To appoint Councilor Tom Lavato as Deputy Mayor. M-11-07-401
Motion by Lavato, seconded by Brenna and carried: To appoint Marty Paavola as the City of Proctor’s Building Official. M-12-07-401
Motion by Lavato, seconded by Brenna and carried: To approve the following broker certifications - RBC Dain Rauscher, Minneapolis & Duluth (City, PUC CD’s and Fire Relief Association investments); FTN Financial; Northland Securities; Miller-Johnson, Steichen, Kinnard. M-13-07-401
Motion by Lavato, seconded by Foucault and carried: To appoint Dave Brenna as Proctor’s MIC representative and Tom Lavato as alternate representative. M-14-07-401
Motion by Lavato, seconded by Foucault and carried: To appoint Mayor Stephen Anderson to the Proctor Economic Development Authority as a Council representative. M-15-07-401
Motion by Lavato, seconded by Hom and carried: To reappoint Carol Lind for a six-year term as Proctor Economic Authority Commissioner. M-16-07-401
Motion by Foucault, seconded by Hom and carried: To appoint Mayor Stephen Anderson, City Councilor Erica Hom and City Councilor David Brenna as General Fund check signers. M-17-07-401
Motion by Lavato, seconded by Brenna and carried: To reappoint and appoint committee/commission members as discussed below: M-18-07-401
• appoint Mayor Anderson to the Street Committee as Council representative and Dick Kieren as a committee member
• appoint Councilor Troy Foucault to the Liquor Control Committee as Council representative and Jake Benson as a committee member
• appoint Tom Lavato to the Public Safety Committee as Council representative
• reappoint all committee/commission members noted as desiring reappointment on list presented at meeting and on file at City Hall
• appoint Erica Hom to the Tourism Committee as Council representative
• appoint Troy Foucault to the Parks & Recreation Committee as Council representative and Dick Kieren as committee member
• appoint Erica Hom to the Beautification & Trees Committee as Council representative
• appoint Tom Lavato to the Cable TV Commission as Council representative and Jake Benson as committee member
• appoint Raylea Johnson to the Comprehensive Plan Group
• appoint Jim Schulzetenberg to the Employee Health & Safety Committee
• appoint Dave Brenna to the Personnel Committee as Council representative
• appoint Mayor Stephen Anderson to the Proctor Trust Fund
Motion by Lavato, seconded by Hom and carried: To accept Staff recommendation for a $500 deductible for the LMCIT Workers Comp 2007 insurance renewal. M-19-07-401
Motion by Foucault, seconded by Hom and carried: To apply for the 2007 Leave-Em-Here Yard Waste application when solicitations come out. M-20-07-401
Motion by Brenna, seconded by Foucault and carried: To ratify the Fire Department official appointments as brought before the City Council as Fire Chief, John Benson; Treasurer, Jesse Annala; Secretary, Jay Boysen. M-21-07-401
Motion by Lavato, seconded by Brenna and carried: To allow the Proctor Fire Department to get on the Gold Cross wish list for one of their old cube vans. M-22-07-401
Motion by Lavato, seconded by Brenna and carried: To approve the General Fund bills in the amount of $397,011.24 and Liquor Fund bills in the amount of $29,941.27 (which is corrected to include $4,587.33 to Advance Awning for one-third deposit for the new liquor store sign).
