Mayor Anderson called the meeting to order at 6:01 p.m.

MEMBERS PRESENT: Councilors Dave Brenna; Erica Hom, Troy Foucault; Tom Lavato; Mayor Stephen Anderson

Others in attendance included John Foschi, City Administrator; John Bray, City Attorney; Walter Wobig, Police Chief; Jamie Claflin; Gordy Downs; Peter Luke.

Mayor Anderson noted Council’s role for this meeting which is to address human resources issues and labor agreements (as detailed in complete meeting minutes on file in City Hall offices).

The following motions were approved:

Motion by Lavato, seconded by Hom and carried: To approve the agenda. M-01-08-401

Motion by Hom, seconded by Brenna and carried: At 6:39 p.m. to close the meeting to work the Police Chief’s performance evaluation (upon advice from City Attorney Bray to close the meeting for this performance evaluation). M-02-08-401

Motion by Lavato, seconded by Hom and carried: At 7:35 p.m. to close the meeting to discuss a draft of City Administrator’s evaluation (upon advice of City Attorney Bray to close the meeting for this performance evaluation). M-03-08-401

Motion by Hom, seconded by Lavato and carried: To re-open the meeting at 8:40 p.m. M-04-08-401

Motion by Lavato, seconded by Hom and carried: To table this issue (Jamie Claflin contract renewal) until the first City Council meeting in February 2008. M-05-08-401

Motion by Lavato, seconded by Hom and carried: To authorize City Attorney to get City Code corrected to improve the process of the Personnel Committee so discipline can go straight from supervisor to the employees versus thru the Personnel Committee first. M-06-08-401

Motion by Lavato, seconded by Brenna and carried: To authorize City staff to put 1) Chris Olson and 2) Matt Davidson on the City Street crew temporary work list. M-07-08-401

Motion by Hom, seconded by Foucault and carried: To adjourn the meeting at 9:38 p.m. M-08-08-401
